I just came back from the Ford dealer today to get my brake controller checked, because it was only putting out about 2.4 volts when checked.
The Dealer said it should be about 8 to 12 volts. He had the truck for 2 days and had to finally call Ford Tech ops. They informed him about the safety bulletin which states the the 2005 Ford brake controller will only put out 1 to 3 volts at idle or speeds below 15 mph. He hooked it up to the tester and drove it around above 15mph and found that it worked properly and put out 8 to 12 volts. Ford stated that this does not work like an aftermarket brake controller, but it is intergrated with the speed of the vehicle and the pressure applied to the brakes.
To test the brakes drive at speeds between 15 and 25 mph and manually activate the trailer brakes, if they lock up, the driver is to tune the gain setting down to the level just below lockup. for a heavy trailer the setting may be set high.
At zero speed, the trailer brakes are operable with the Ford TBC by activating the towing vehicle brakes and therefore satify all applicable brake operating regulations.
The trailer brakes will be controlled and operated as designed, but not at the application level that can be expected from aftermarket TBC's due to the circumstances noted above. Since Ford has evolved the state-of-the-art in TBC technology, we recommend that inspection criteria evolve to accurately assess correct trailer brake operation regardless of which TBC is used
