Black Tank Valve Cable

Anyone changed cable for black tank valve on a 3720? Or similar. My cable broke today, have no idea if open or closed or partially opened. Assume if I can get to it I can at least operate it manually until I get a new cable. Are tanks in the drop down frame not in the upper frame? Will have to start investigating in the am. Any help will be greatly appreciated. Thanks.
