Rims

Went and had my Marathon (china bombs) replaced today on our 2011 Mountaineer and noticed my rims are showing a lot of what I would call spider webbing under the clear coat on the rims, is this normal? Unit is just out of warrenty by about 1 1/2 months but just feel the clear coat should hold up longer than this.
