Another what would you do? Grey water neighbor.

Spending a couple weeks at the beach. Basically it's blacktop with partial hookups and no sewer. I stay here often and always bring a blue boy 'cause hooking up to dump is a pain. Along comes my new neighbor and 24hrs later water coming from his rig. First I think, leaking fresh water connection. Big waste of water but it happens. Closer inspection, since I'm out filling my blue boy, and I notice it's his sewer pipe. Cap sitting on top of the pipe steady trickle of water coming out of the pipe and he's nowhere to be found. I know this is fairly standard practice in the desert with the toy hauler crowd (guess what rig he has) but not in a defined RV park.

What do you?
A. Suck it up and mind your own business?
B. Wait for him to come back and ask what the heck are you doing?
C. Wander down to the park rangers and report his lazy, filthy, inconsiderate self?
