Ours was removed several years ago when it decided to start leaking when we were in Thompson, Manitoba and snowing. Haven't missed it at all.
I'll add this, and it's only my opinion: I think the extra regulator is left over from the old style Propane Tanks with no internal protection, before the new tanks with an internal valve that limits the flow if it detects an open hose or pipe.
Again my opinion, no facts to back it up.
