Bingo, cleaning means dis-infecting, I would insure that any method would consist of a germ killing agent.
Health department inspections can be 30-60-even 90 days apart, and that inspection may be a good one, or a walk through. Seldom do they pull the cover on an ice machine and check it out. Only the top 10% I would guess. (Based on my life's experiences)
I would say that bagged ice would be 75% cleaner than the other type. On average.
