I use PDANet and had to pay a one time fee of $18 and it includes https. It's an average alternative but works in tethering to laptop just fine.

If you download the latest version of PDANET, it comes with FoxFI. So when you start up PDANET, instead of having just 2 choices(tether or blue tooth) a 3th choice, WIFI Hotspot appears.
Although I have not verified HTTPS with the hotspot, I would think its there since its there for PDANET alone.
