Naïve question ... What's S&B?

I'm curious why you wouldn't increase the data package thru a phone provider and use hotspot from your phone? Seems like if you have a shared data plan (presumably unlimited or designed for your usage) would suffice. If only one of you carries a data plan, then another device makes sense. But I'm thinking sharing data across two phones is more economical than adding a third device at a monthly cost?

Help me understand.
