Jim, I have some bad news. I checked the official rules and regulations of the Western Region Spring Rally with regards to wearing new-comer leis and according to section 12B-86-97 if a newcomer misses the following years rally, he automatically falls back to new-comer status and will therefore be required to wear a lei again!!! Sorry!
