Not sure you have the same problem, but symptoms are the same. My 09 duramax kept giving same message, ultimately dealer replaced the trailer fuse. Solved for awhile then came back. After numerous diagnostics by Chevy and my RV dealer, discovered that the brake wire which runs through the center of the axle was shorting out against the axle since the insulation had been worn through. Only occurred intermittently since wires only shorted when hit a bump. RV dealer ran brake wires outside the axles so they can be inspected. Problem has never reoccurred.

Brother-in-law had the exact same issue, same cause on his 2017 Silverado.
