On some units that is where the Black tank anti siphon valve is located, mine included. It should have no water going to it when you are not flushing the black tank.
Whatever it is there must be a poor clamp holding the hose to the "black thing" or it may indeed be cracked or broken. You might be able to lower it to better inspect what the problem is.
