If you install a digital voltage meter you will find that the truck starts charging as soon as you release the key from the start position. The OEM gages have a lag and are not a real time indication.

The Cummings diesel on the other hand uses and induction system heater instead of glow plugs. It is not uncommon for the Cummings to show a discharge for a period of time after the start until the engine warms up some. This is more apparent on cold days rather than summer days.

The problem the OP has is an induction system heater pulling more power than it was designed to.
