Yup in my testing I see the same thing. It appears you can have one or the other. If you have both in your Profile then the Avatar takes precedence.

The Forum Posting and Help topic (page 2, post #24) describes adding a picture to your signature. The key here is the word "picture" not "pictures". In the old forum, you could embed any number of pictures in your signature by just adding links to where they were stored. Not true with the new software. Now you are limited to one picture, with size restrictions, and it must be loaded to the forum and referenced with a [SIGPIC] set of tags.

I see you want to have two pictures of states visited. One for the USA and the other for Canada.

You will have to combine the two pictures into one and upload it as your [SIGPIC] to make the current forum software happy. One way, there may be others less convoluted, I used was to make a post with your two Tinypic links side by side. I then previewed it and used the MS Snipping Tool to copy the resultant image and create a new JPG stored on my PC (making sure the size was less than the 500x125 pixel limit). I then loaded that JPG to the forum as my Signature Picture. It looked like this:
