I had some discussions with Dexter and Keystone about axles a few years ago. At that time, I was told that the only differences between the 6k and 7k axles were the brake assembly and the springs; the actual axle tube is the same. The 7000 lb axles have a more aggressive brake than the 6000lb axles.

Unfortunately, we Canadians seem to have muddied the water, because our standard setting organization (CSA) does not accept the 7000 lb rating on the Dexter brakes. As a result, Keystone downgrades the axle rating to 6750 lb, to achieve CSA certification for those units that end up in Canada.

Perhaps this little tid-bit will help explain the apparent discepancy between the trailer rating and the axle ratings.
