Pull the emergency brake cord and see if that locks the wheels. The rig may move a few feet before it locks them up. Then you'll know whether the brakes and wiring on the trailer are ok.

If still not sure, jack up one wheel at a time, pull the emergency brake, and see if that wheel locks up. That way you can make sure all four are ok.
