There's most likely a splitter in the circuit to supply the basement antenna hookup. In my case it was behind the bedroom tv, in the feed to the living room tv. I took it out and things improved considerably. If you use the basement connection, try moving the splitter into the bedroom feed.
On Edit - If there is one, make sure it's "digital ready".
