I have always placed mine on the frame to try to take the suspension bounce out of the rig. Haven't had a chance to use them on the new rig but on the 3400 I placed them just in front of the axles on the frame and just behind the axles on the frames as well. I would say that it took about 80-90% of the bounce out of the rig. I would also place blocks under the jack stands so that the screw extension would only be about 2-3 inches from the top of the jack stand itself. I would not think there would be as much benefit unless you were jacking the springs up to take the bounce out, but possibly.....
