Formaldehyde, for all its bad press, is a very common chemical in industry, particularly plastics. The formaldehyde is used as a raw material, and almost all of it gets converted into the plastic material, but a little remains free and gets released over time through a process that is know as off-gassing. It is certainly not unique to RVs, most new or renovated buildings suffer from off-gassing, and a period of ventilation is the best cure. I used to work with tanker truck loads of the stuff, and it is surly one of the most irritating chemicals that I ever encountered in my career in chemical processing industries.
