flow restrictor and pressure regulator
The pic on the top shows someone removing a flow restrictor from a faucet or shower head. I think the guv-munt wants us to save water with these things.
The pic on the bottom is an adjustable pressure regulator for the city hose connection. I have mine set at 58 psi.
