That's kind of what I'm assuming. However, tensioner is on the top. I don't think that you could access it from the top. There isn't enough room for the wrench. On a quick search, I couldn't find any videos in how to change it.
The L5P would make any Steampunker proud! That thing is a hosing nightmare...
