Not exactly. This has been beat to death here previously. Read the "Recreational Vehicles and Trailers Handbook" in its entirety and on Page 12 you will find the "oh by the way" requirement to add a Restriction 41 to your Class C license if:

Additionally, as almost all the Montanas (not HC) are over 15K you will need a Non-Commercial Class A license in CA. Same written test as the Restriction 41 endorsement plus a driving test and a self completed physical form.
