I would suppose the Chinese might accidentally produce a good batch every now and then. I know I was very meticulous in caring for the tires. Checked pressure and temperature often, all to no avail. I've never looked at a particular area of the country, as far as heat is concerned. I think I solved the problem with USA made LTs.
