Lonnie, I bought them that way, but I have done things like this before when we had a stick house. All you need is some indoor/outdoor carpeting, cut it to the size you want and put the grommets in. You can buy a little grommet inserting kit at Wal-Mart.
You're right, slipping on those steps, especially in the morning when they're a little damp, is no fun.
