As I understand it, the cell signal from the tower is boosted and rebroadcasted. DSL/ phone is irrelevant. It boosts all cell signals it recieves. If you are in a place that has a strong signal it will not do much for you. However if you are in a place that has a weak signal, it will boost the weak signal and send a stronger signal out. In turn you will have better reception and for the same reason data rates will improve. Your neighbors will thank you.
