When you tow this trailer does it weigh 11,300 lbs? Since that's the weight when it left the assembly floor then no. Are you ever going to put anything in it? Loaded weight for your trailer is over 14,000 lbs. That's the number you should use when calc-ing tow ratings. 23% of GVWR is closer to 3000 lbs. Are you carrying anything in your truck? Other people? Gear? You can go to the scales to verify actual weights you're towing but you are likely over your truck's payload.
