I've done it twice. Couldn't give you the wind speed, but if it's flapping hard enough to bother you, it's time. I have thought of putting Nerf basketballs or something under the toppers, but haven't done it yet.
First time I had to het on themroof and shovel 6" of snow off of the slides, I figured it was time for toppers. Wouldn't be without them now.
