There are a few reasons I could conger up to tow with waste water in the tanks but most of the time you/we have sewer at the site (even if it there I don't hook up) or you dump before you leave the campground (just to easy for me to dump when leaving).

Fresh water on the other hand is different story for us. My truck does not care if there is an extra 5-600 lbs behind it. I always tow with a full tank simply because I know where the water came from ( my own very good well water). I have seen some really NASTY water at some places. We can camp for at least a week without having to refill.

IMHO, its better to tow with a full tank or an empty tank instead of one that is, say 1/2 full. A 1/2 full tank will slosh around WAY more that a full tank will.
