In Texas they have what is called a Non-CDL drivers license. A Non-CDL class B and a Non-CDL class A. The differences are what you are towing and the weight of the combination.

My GVWR combination is 27,400 and the trailer is over 10,000lbs so I need a class A. I have a Texas Non-CDL class A.

In Texas a class C is only good for 26,000lbs.

Do your own research based on your home state. If you are legal in your home state you are good in the US.
