The "popping" sound is a known issue. The solution is solved by adding anti-stiction fluid and is documented in LIP Sheet 0295 (located here). I suspect it will also solve your front jack lowering but you will have to wait and see. You could have a leaking hydraulic cylinder but I would try the anti-stiction fluid first
