We have Dish "RV to go" as well. I had to sign up for the DNS to get any of the "local" type stations and receive the LA and NY feeds for ABC/NBC/FOX/PBS. We enjoy several of the sit coms on the networks and that is the reason for subscribing, Oh ya and "days of our lives" but that's a whole different kettle of fish to keep Mama happy .
We were told having the DNS service was the only way to get these channels since we are mobile.
The only thing we are really missing is the local weather forcast and I get it on my Droid phone so no harm no foul.

Hopefully your locals will work like you discribe, please let us know, but if not it is pretty easy to sign up for the DNS, just fill out a form and send in a copy of your RV registration as proof. Ours took about 10 days to get through their system and then the channels appeared.
