First welcome to the forum and keep asking questions.
Your simple question does not have a simple answer. There are many topics on this subject. The reference to weight police is because many people are towing weights beyond their vehicle placard ratings. Those that are feel they are safe yet there are some that state that placard is the "LAW" and you are liable if you have an accident. The bottom line is you need to do the research (that is what I think you are trying to do here) and make up your own mind.
