What you want to shoot for is the maximum setting you can get without locking up your trailer brakes. That will give you maximum braking capability.
However, on wet roads you may need to reduce that setting to prevent locking up the brakes on the slicker surface. Again, the maximum setting you can get without locking up will give the best braking capability.
Mine is set at 9.0 and does not lock the brakes on dry pavement. I always test them after I hook up by starting rolling about 5 mph and manually actuate the controller. Truck/trailer come to an abrupt stop without skidding the tires.
