While I don't believe a special license should be required, I do feel that anyone pulling a trailer of any size needs to be reasonable proficient at backing it. You never know when you might find yourself in a position that requires you to back around a corner to get out of a jam. If anyone is not comfortable with their backing than they could find an empty parking lot with lines and practice putting the trailer between them from different angles. Backing is not hard, it's just takes a little practice.
