It could be the fan in the converter, or it could be a bad circuit breaker. Try switching off the breaker for the converter to see if that stops the noise. If not, put your hand on each of the breakers to see if you can feel vibration, or if a breaker is warmer than the others. If you can isolate the noise to a single breaker, switch that breaker off and on to see if resetting it will stop the noise. If it is a breaker, note what circuit the breaker controls and check what's plugged into it. That should help narrow things down a bit.
