It would be hard to enforce a rule that allowed some repairs and not others unless you specifically itemized everything allowed and everything not allowed. There will always be someone who will try to bend (or ignore) those rules and the subsequent issue of evicting them. At least rules provide a legitimate basis to kick someone out. A simple “No repairs or maintenance allowed on premises without prior consent of management” rule might work. Then they could control what they felt was acceptable and maybe stop an unacceptable repair before it started. No doubt just one of the many headaches of catering to the public.
