I am not sure what they call that green steel u-shaped channel with all the holes in it but it looks as though it might fit above the spare tire hanger. Then some threaded rod and a couple of nuts, loctite and you have a hanger. Maybe a visit to a junkyard for the spare tire wing nut and the jack plate that held the spare in. You would have to find an older car when cars were made of steel and had full size spares!
