It is a money making scheme that many States use to collect $$ from RV'ers.It is a bogus CDL which is not a CDl at all since one does not need a CDL to drive Non Commercial no matter what you weigh.
In Ohio a regular drivers license does the job although I do have a real CDL from a previous job.
