I ask why some sewer pipes are 4 to 5 inches high and was told extensions were to keep storm water from entering sewer system. Now IMP a sewer cap is placed over pipe when not in use and my screw-on sewer connection is water tight where is storm water going to enter system? This is what happens when rvers will not follow rules and replace caps.
