I too don't necessarily understand the logic for number of trailers or even length across the states. Truckers have the same issues, but must operate under another set of laws, as I was chatting with 2 UPS drivers towing triples (tractor + 3 trailers) in Colorado a couple of weeks ago. They take advantage of the states they can do it, then drop to another truck when they can't. Must be a complex dispatch system to keep all of that in order.
