External Refer Fan

A couple of weeks ago when the temp ran in three digits for a week, my refer had trouble holding temp. I am thinking of putting an external fan in to blow across the coils and up through the vent. Is that the best way to do it? Some have said this is the best way. Some say the best way is to mount the fan at the top of the vent and just to have it draw exhaust air instead of blow air across the coil and out the vent. I'm looking for input. Thanks.
