They allow the air in the rig to be circulated back to the furnace located on the other side of the vents. They are also on my '06 3500 and I've opened up that area under there for other reasons and this is what I saw.
Others have put hinges on these for shoes storage and the like, but after using my shoes for any length of time I wouldn't want my smelly shoes in any circulatory area. Others have also covered these vents with the air conditioning is on to prevent any cold air from sneaking out through there. Hopefully, this could give you some ideas for other things, but there is definitely a purpose for them.
