I have made one from a rubber sink stopper from the dollar store. It probably isn't substantial enough to keep out mice but it seems to do well on bugs and small creatures. I imagine with some weight on it, mice would be stopped as well.
I cut a hole with a hole saw for the hose and then cut a split in it from the edge to the hose opening. Cable fits into the hole as well.
