Yes, the strap is a secondary securing feature. No, it does not swivel when it is pushed into it's locking position. Krusher....I believe the strap is to stop the 1/2" movement when in the locking position. Yours should be the same as mine. Bingo....you have helped me so much....glad I had the opportunity to return the favor.
