Towing with an axle that has a normal working brake assembly on one end, and a reduced efficiency(for instance, grease contaminated) or non-functioning brake assembly on the other end will skew that axle out of alignment during medium to heavy braking conditions. If towed in this condition for enough miles, it will cause tire wear problems. Throw in some leaf spring shackle hole out-of -round wear, and nylon bushings that are shot, and the skewing effect is increased.

After I fixed my single, non-working brake problem, and installed the wet bolt kit with the thick, heavy duty shackles, my tire wear issue went away.

Not saying that this is your problem, but it is one more thing to look at for the cause of your odd tire wear.
