I haven’t tried this yet, but I think the problem is the check valve on the water heater. When water is flowing while showering, enough water is coming out of the water heater to keep the check valve open. When you turn of the water at the shower head, there is only a trickle coming out so the water heater check valve closes. Once you turn it on again, all the only cold water has to clear the hose until the hot water has again mixed with the cold. We never winterize, as we full time, so if our check valve causes an issue I will remove it. The valve that was discussed was installed where the flex hose attaches to the faucet, and it does not allow water to trickle out, so both hot and cold water is completely turned off.
