Wonder who makes the steps on these things, and if they have a longer warranty than the basic 1 year that Keystone provides? Steps shouldn't fail on that new a rig, unless they are defective or were damaged outside of normal use. I think that pin you refer to is really a step rivet, where the shank through one piece of metal is larger than the shank that goes through the other piece. To do this right, you need to drill out the smaller hole to the same size as the larger hole. Then, with a short bolt, use a locking type nut, either the aircraft style nut that has a nylon insert, or the type of locking nut that is crimped on one side so it has to be forced to tighten against the crimps. You want the assembly slightly loose so the steps will pivot open and closed.
