Every state has its own rules. Seems like the further east you go the stricter they get. Quite a few in the east will not allow doubles period.

Arkansas does not require a special liscence for anything RV related.

I built a custom hitch for my old trailer from heavy square tubing and it was tied into the main frame members. I had three receivers and put a piece of channel iron across them for a lightweight motorcycle.
