Like Steve says, could be low voltage, I'm thinking.
We just had a similar experience here at an older Park in Mass.,(30 amp)
Apollo wouldn't do any more than barely warm a hotdog at two minutes on full power.
Then, tripped the breakers, on two susequent attempts.
Checked the power level with my meter and was registering 105 volts with everything but the refrigerator turned off. (Many in the Park had their AC's on.)
Have since moved over to a 50Amp site that just became available and haven't had any more problems.(Knock on wood).
