This couldn't have been the first time you've noticed this. It's been going on ever since they allowed calculators in school rather than having students due long division, ratios, etc. Most of the time, when I encounter a young cashier who does that to me, I ask them if they would kindly count out the change for me so I can be sure I was getting the correct change. Duh? They don't know how to do it. But most of the older cashiers, if they're not real busy, will count out change.
