Heard the same thing from a national tire company last weekend when trying to have my Grandmothers tires rotated. She only drives 2k - 3k miles a year and her car barely has 26k miles on it for being a 2000 model year. The national chain said being she had the original tires on the car, they could not do any work other than install new tires based upon the tires being 14 years old. I went ahead and had brand new Michelin's installed to cure any issues going forward for her. The chain quoted it was part of some new DOT law that was passed during the past legislation session. Nuts!
